Please tell me the difference btw "advise" and "recommend" in:

a.They advise that a passport be carried with you at all times.
b.They recommend that a passport be carried with you at all times.

Are they the same meaning?

and in:

b/
I recommend he should see a lawyer.
I advise he should see a lawyer.

Are they the same meaning?
