I'm not a teacher, but let me try to help you. The complete phrase has two parts:
1) The law has just been passed = it was just approved.
2) but we don't know until we've put it to the test = However until this law be tested we don't know it complete if it wil be ok or not.

Hello Juanfrausto

Thank you very much for your help. Although you are not a teacher but your explanation is very easy for me to understand and I'm convinced your English is much better than me. There is a Vietnamese proverb that more one word or even a half of word is a teacher.
So If any question you can explain, please help me. I'll appreciate your kindness.

Best regards for you

shouldn't it be:

However until law is tested (...).?

Hello,

This idiom is: put sth to the test or put sth to the proof it means we test the truth of something.
For exp:
-Let's put this theory to the proof.
-The crisis put his courage and skill to the test.
