In the phrase with a view to, to is a preposition requiring a noun-- in this case, a gerund (the -ing verb form used as a noun):

The company advertised with a view to recruiting new staff.
The company advertised with a view to greater sales.
The company advertised with a view to the tax rebate

Recruit = to attempt to acquire the services of (a person) for an employer.

Catch, reach and take have many other uses. A good DICTIONARY will give you examples for all of those words.
