I think it really means "in as much as it effects me" or "in as much as it matters to me".

As far as I'm concerned it doesn't matter what you do because it doesn't effect me.
or

As far as I am concerned I want you to understand the expression properly, because I want you to speak perfect English.

as far as I'm concerned = in my opinion

When you want to express an opinion, you can use this formula as an alternative to in my view or in my opinion:

* As far as I'm concerned / In my view / In my opinion, the English football supporters should not be held responsible for starting the fight.
