Is it right? Yes (would)

2/Back is a verb. It probably means... "support" (either morally or financially)

3/ Whatever probably means... "no matter what", but could also mean "whatever amount of money (is needed)"

With no further context, that's the best I can do.

Yes, that's basically right.
"No matter what (happens)" means "it doesn't matter what happens or what the situation is. Anything that happens will be accepted."
