Please could you explain to me why somebody feels blue - it was an optimistic colour, wasn?t it? Now he is happy that nobody has remembered his birthsday?

Blue is associated with unhappiness/sadness. In jazz the blues is where the singer is singing a song of sadness.

Yes, blue can be used in different phrases meaning different things. A blue sky scenario is a very positive situation while a blue person is sad.
