Hi Fooz,

It's difficult to give a particular meaning without a context but this expression generally means is at the bottom of/at the heart of/is the main foundation of. I could give you a better definition if you let me know the context.

Yes, I think my previous definition will apply here. Look for what lies at the core suggests look for what is the basis of all the information you have, not just at the superficial information but what is at the heart of it/look at those facts on which the infomation is based.
