The first sentence might be used in colloquial English by some people, the second one is a second conditional.

Hi,
1. "If only" means the same as "I wish ...", but more emphatic.It is used to say that we would like things to be different.
2.The clause with "if only" often stands alone, without a main clause.
3.We use past tense to talk about the present, would+bare infinitive to refer to the future, past perfect for past tense:
If only I spoke French.
If only it wouldn't rain tomorrow.
Also,"were" in a formal style-instead of "was"- is used to show an unreal situation or regret:
If only I were rich.
