She seems much too strong.

Are the two sentences the same and correct?

I'd say the sentences mean the same thing although the logic of the sentence isn't immediately clear to me.

Your sentences:

They are grammatically correct and are slightly different in meaning. The addition of to be conveys more obviously what she actively does rather than her actual appearance.
