Hi Tamara
Hmmm... Quaint Southernisms in Russian... :D
You know, not too long ago I had to prepare several groups of German business people for job assignments in Alabama. But I had to enlist the help of some Alabamians to assist me with the pronunciation and especially with the informal lingo down there.
I'm familiar with a number of Southernisms, but definitely nowhere near all of them. However, if the number of Google results is any indication, I think you can safely file "tote fair" in you "quaint but unlikely to be useful file". :D

Yes, Amy, I've already done that. Sure. :) _________________ It’s impossible to learn swimming without entering the water… |

| Hi Tamara ... I have never seen 'tote fair' used in English. I don't say that it may never have been used, of course, but the quote you use is definitely not mainstream English. |
