Is legend has it just a fixed phrase?

Can it (also) be used with the indefinite article (a legend)?

The format for this expression is fixed and you would not use an article:

Legend/Rumor has it (that) ...

Hi Tamara,

I wouldn't make 'rumour' plural in that expression. To express plural you could say: There are rumours going around that ...
