. Where is the sentence from, Tom? I agree that the tense relationship does not work. I would suggest these alternatives:
He soon retired and finally had enough time to roam over the country. He will soon retire and will finally have enough time to roam over the country.
And this is possible in the right context:

Not in the least am I conversant with the use of would in such sentences! Could you please shed some more light on it? One or two examples?
