The best way to test the water of a new country is to take a job that is not too binding, so why not volunteer. There are many orgs that do this;

Like EVS, incidentally the org. I first worked for in Germany. You have to be between 16-25 and you do a project in exchange for accomodation, lessons in the lingo of the hosting country and a basic living wage. Each project is between 6 mths and a year.
