It means the handouts can be used by both teachers and learners.

Why do you find 'learning' irritating?

No, that doesn't work. And you also can't say "It is a very teaching book."
But some think (James, for example Cool) that 'Amy is a teaching tyrant". Wink

Yes, they are handouts (used/usable) for teaching and learning. The original sentence a little more specific, though, due to the addition of ESL.
