What is the difference between arrest and seize in that sentence?

is seize use to hold a object?

Can I say 'will have to ' instead of 'shall have to' in this sentence without a change in meaning?

Hi Saneta,

The use of 'shall have to' stresses the urgency that the reporter wants to express because he has no choice and must hand the listener back to the studio. 'Will have to' in this sentence wouldn't express the same necessity.
