Hi Tamara
My assumption is that 'packets' are something a techie might write about. Do packets have to be in a certain order/sequence in the world of techies?
In your sentence, the word 'out' seems to be part of the phrase 'out of order'. 'Out of order' = 'wrong sequence' or 'not in the original sequence'. And 'out of order' appears to be used as an adjective describing packets. Therefore, the person who wrote your sentence does not know how to interpret packets which are not in the right/original sequence.

But still… (trying to be a bit more specific and... understandable ...) Can ‘interpret out’ be said (informally or, maybe, as a special notion/concept/term) in the sense to get rid of a headaching (mainly, psychological) problem/trouble (annoyingly ‘sitting’ in mind) by finding its cause/source and then (and by doing so) - stopping thinking about it, terminating it. ?
Can it, for example, just expresses some kind of 'deterministic approach' to deal with psychological 'bugs' in our poor heads, I mean.  _________________ It’s impossible to learn swimming without entering the water… |

Hi Tamara
I would not expect "interpret out" to be used as a phrasal verb even in informal English. Of course, there are always "creative" ways to use language, but they are just that: creative, unusual, not the norm.
Susan has been interpreting at an international conference for ten hours without a break and now feels completely "interpreted out" (i.e. unable to continue due to the lengthy, non-stop interpreting). This is intended to be a bit of a play on the words "tired out".

I take it you're not referring to 'interpret out of', as in:
interpret out of boredom out of love out of necessity out of a sense of duty, etc.
