There are places where you can put your feet up. Does it mean there are a lot of places you can have a rest?

literally:

put your feet up = put your feet on something while you sit (in a chair)
or are supine (in bed, on the floor, etc.). Some common places for feet (when they are up) are tables, other chairs, or pillows.

You're sitting in a chair, and you put your feet on a nearby table -- that's (literally) putting your feet up.

figuratively:

put your feet up = relax, rest, make yourself comfortable
