As such, the …Local Scope may grow downward from 239.255.0.0/16 into the reserved ranges 239.254.0.0/16 and 239.253.0.0/16.

I’ve found 'roots grow downward, illustrating the effects of geotropism' and now understand (better :))
what grow down[ward] can mean.

But... could you, please, give another expression or word to replace grown downward into in the phrase I quoted? :)

You could also say 'expand downward' or possibly 'expand into lower ranges'.
