Could you tell me if I could reword the idiom '(I) don't mind if I do' as:

I will be happy if I accept your proposal = I am glad to accept your proposal ?

Hi,

Yes, you could describe it in that way. I think the expression is often used in a humorous way to suggest 'that sounds a good idea and I'll accept your offer.' Imagine someone asks you whether you'd like to eat another chocolate from a box of particularly delicious ones. You would say: 'I don't mind if I do', almost as an excuse for eating yet another chocolate.
