Can you please explain to me how each word functions inside the seemingly assinine `as to` in phrases like `as to whether` and `as to which` function? I`d be most appreciative if anyone could shed some light on the subject - thus far I can only imagine the entire thing as filler...but some sentences seem very odd without it.

You're right they are used as an affectation and are best omitted.
