Thread titles

Hi

Can someone tell me who changes the titles of threads and why the initiator of the thread is apparently not notified when this is done?

Perhaps this sort of anonymous ability to simply decide to alter things ought to be available elsewhere on the site (in order to correct errors in the tests, for example).
