My answer is love. Was that a correct answer? thus, what should be the correct answer?

The answer is (a) loves.

The sentence needs the simple present tense, and that means that you need an 's' at the end of the verb in the third person singular (he/she/it loves).

But the correct sentence is "She loves SWIMMING when it is hot", isn't it?

Hi Mr Francis, both are correct.
There is almost no difference between them - it is certainly too small for native speakers to worry about.
Possibly:
She loves to swim -slightly emphasises the activity itself.
She loves swimming - slightly emphasises how she feels about the activity
