If you see John tonight, tell him to e-mail me.

I have learnt that infinitive is the base form of a verb. Just today, I have come across infinitive is also infinite verb.

So, in the above sentence, can I say the world tell is infinite verb because it is infinitive?

The infinitive form of a verb is non-finite because it shows no person, singular or plural, or tense:

I tell --> tell = finite
He told --> told = finite
to tell --> non-finite
telling --> non-finite
