'to bring out' has different meanings such as 'publish' or 'release'
'to carry out' means for example 'to conduct'
Both verbs ard Phrasal Verbs with lots of different meanings depending on the context they are used in.

Hi Pupil,

Thanks for your message on the Forum. Perhaps I could add some more to what Torsten has written with examples of the use of these two phrasal verbs. They are bringing out (publishing) a new edition of her poems next week. Political leaders like to bring out (encourage to attend) as many people as possible to their meetings.

The Government is carrying out (conducting/going through the process of) an enquiry into the reasons for young people taking drugs. When you are a soldier you have to carry out (perform/undertake) certain duties which most people wouldn't want to do.
