I have always believed that it is not correct to say "consider as", but quite recently I have googled "considered as" and got about 1 million hits from UK pages only. What about sentences like:

All such cases will be considered as severe plagiarism.
OR
To be considered as having a local connection with Uttlesford, you or anyone who normally lives with you must either...
OR
Any material submitted to the Council via the Website which is considered as directly offensive and inappropriate will be in breach of the Terms of Use of...
