Is it correct to say:

The paper targets young people.
The paper is targeted at young people
The paper is targeted on young people

Do they have the same meaning ?

I'd use the first two sentences but probably not the third.

Well, they have the same meaning. I would use the first for its simplicity. The other two garner plenty of Google hits, with 'at' the much preferred form.
