The counsel rose to addres the court.

= The advisor rose to address the court.
Though I know every word in this sentence, I can't understand it.

Could you explain this sentence. [Particularly highlighted piece]

Hi LE

rose = stood up (from a seated position)
to address = in order to speak to
the court = the judge(s) in a courtroom

The 'counsel' is probably a lawyer.
