It is complete, and means 'How much money is owed you [by sbdy]?'.

It's just a passive construction, Tom.

Active sentences:

Someone owes you $100.
What does someone owe you?
How much does someone owe you?


Passive sentences:

A hundred dollars is owed you.
You are owed $100.
What is owed you?
How much is owed you?


Someone could also owe you something other than money:

I owe you a favor.
