'Coming from' would be grammatically correct here. The usual phrase, however, is '(a book, film, etc.) based on a (true) story'.

I'm not sure I'd go so far as to say 'is coming from' would be grammatically correct -- at least not this context. To me the verb 'come' in the present continuous tense would be wrong here.

"Based on a true story" means the movie (or song, book, etc.) is a work of fiction, but most of the material for it is taken from events that really happened. It is as close to non-fiction as you can get without being 100% true.
