Hi,
You could refer to both human and abstract objects as in: well-rounded personality/plan/scheme/novel/description/attitude and so on. The main idea behind the adjective is that it describes someone or something as having the right balance and not being prone to extremes.

Does "well-rounded" give the meaning of "surrounded by .." ,or rather something has to do with the backgound or the environment?

This is purely figurative and doesn't refer to shape at all but refers to the idea of being well balanced or moderate.

Hi,
If you wanted to express an opposite idea, you could use that word. Remember that the adjective would be: bigoted. The person is called a bigot and the abstract noun is bigotry.
