Best Time for Toefl®

Hello friends
I am Neeshu Praveen recently I registered myself for a Toefl iBT,
but due to lack of necessary ID documents they didn't allow me in. Since then I am waiting for my passport which will be done in a week's time, now my problem is :cry:

when is the right time to give Toefl and
when do the admissions start in Canadian universities,

I am looking forward to the graduate programs offered by Waterloo and Queens University.I have checked out the sites it says registration starts from September, but my friend says May 31 will be the last date I can go for a registration this year. So when should I give Toefl this year so I can register myself for a Canadian university.

Please guide me so that the amount of time spent on TOEFL and registration is minimized and I can take admission as soon as possible.
