This expression means something that is not absolutely honest because when you investigate the matter, you find that certain parts don't make sense. You suspect funny business for example when someone phones you up and tells you you've just won a million dollars.

'Unusual' simply means different from what you would expect and isn't strong enough in meaning to convey the idea needed in the test.
