PLease dont mind if it has a dirty meaning...

I heard somewhere a person with wierd hair being called a "howbow"

What does that "howbow" means???

I think you mean "hobo" which means a wanderer - see: http://en.wikipedia.org/wiki/Hobo
I can see some American southerners pronounce this word "how bow".
