If you turn somebody away, you refuse to allow them to enter a place. In other words, they were sending people home.

I didn`t understand why in 2nd sentence we used turn down and in 3rd turn away???

You can turn down offers, turn down people who're offering you something, meaning that you reject their services, suggestions.
For example, if a girl turns down a guy who's trying to court her, she shows that she is not interested in him, she rejects his offer of friendship.

But if you're telling people to go away, because you don't wish to see them any longer, you're turning them away.
