I would like to know how to use the future within a past context, for example in this sentence:

He was sure of her success that is why he promised that he will marry her.

He was sure of her success that is why he promised that he would marry her.

Use it as you have in your second sentence, but punctuate it properly:

He was sure of her success; that is why he promised that he would marry her.

Thank you for your answer, but I have a problem with the use of "would" in a sentence apart from the conditional form.
I would like to know when we use it exactly.

Is the following a complete sentence?

If yes, then I understand that the use of a comma makes it a comma splice sentence; however, if not, then why is the comma wrong there?
