The company's target range is 15% - 25%, and the top half of that range is 20% - 25%. So the company expects to increase its assets by somewhere between 20% and 25%.

. It doesn't seem complex to me; it is just Business English. Just to check that I got the meaning. increase its assets in the bottom half of its 15 percent to 25 percent target range this year that means that their assets will be increased by a number withing 15-20% target range?
