English-speakers say "I don't know who you are". But as I see, they also say "I don't know who is the girl in the picture". There is something to do with relative clause, isn't there ?

Could we use "I don't know who the girl in the picture is" ?

I doubt that it is correct. Your last sentence which you considered suspicious is grammatical for me.
This word order is grammatical when used in the reposted speech.
She told us who was the girl in the picture = She told us who the girl in the picture was.
Thats what my textbook says.
