Doubtlessly we have excellent English teachers in here, Sougata, but I am doubtful if there is anyone from Labor Ministry or DOL. :)

Professional certifications from recognized institutions (and your link includes Certified Internal Auditor certification, and diploma programs from several universities) are accepted by many employers. Whether a university degree is required in addition, is dependent on the individual employer and the qualifications for the position to be filled.
