What does "Not to be a jerk" mean in the below sentence?

Not to be a jerk, but you do realize you just repeated everything posted above you?

jerk in you sentence means a stupid person, blockhead.

Here, 'not to be a jerk' = 'I don't want to (appear to) be a jerk'. I suppose that the first form is a 'negative nonfinite (infinitive)' clause.

Does the word 'jerk' refer to the person who replied or to whom he replied?
I mean:

I don't want to appear to be a jerk but...

or

Don't be a jerk but...
