Hello, everyone.
I'd like to ask a question about preposition usage. What preposition should I use in a sentence like this:

- forcing entrepreneurs to move into/to the black economy.

On the Internet I have seen both variants, i.e. move into the black economy and move to the black economy. Which one is more correct? Or may be there is a difference in meaning?
