Any vocational or applied/practical studies only works with knowledge and the right approach to learning. This has in my belief two very core elements you need to consider.
Firstly is their a framework or guidelines to the learning, but also is this combined with some freedom for an assessed trainer.
I think the framework approach can be like a curriculum and provide a certain kind of national consistency, when run properly.
The freedom of assessed trainers ensures that they stay up to date and not stick by out dated traditions.
I think the best trainers/teachers are those that do not become complacent or think they know everything.
In some Nordic countries they have to reapply for their job every three to four years. This I think makes them ensure they have an edge that maybe is lacking in other countries.
Likewise for any freelance teacher to make a mark in their local market requires keeping their skills honed. The lack of security scares some, but if you remain good at what you do then that is the integrity that should be at the core of all professions.
The systems often put to much emphasis on the structure and not the approach, teaching "how to learn", as well as motivation of students and teachers. But also not to forget a good assessment criteria. A teacher needs support but also a drive to stay in the job.
This is my own opinion from being in the private/freelance sector for 7 years.
In essence the students can only be as good as the guidance they are given and this comes from the system and the teachers.
If you take the analogy of a worker, they are only as good as the tools and instruction they are given. Same apllies to students I believe.
