Is there any difference between 'publicity leaflet' and 'promotional leaflet'?

Very narrow difference:

Publicity is more likely for the purposes of positive public relations -- you want your client to become known, you want people to have a good impression of your client, you want people to know all the great things your client is doing. Publicity is about positive spin, positive hype, warm fuzzy feelings.

A promotional leaflet, on the other hand, is more along the lines of selling a product, service or idea. If I give you a promotional leaflet, I'm looking to convert you -- to turn you into a believer or a customer.

The line between publicity and promotion is a fairly fine one.

In business, it's the difference between the PR (Public Relations) department and the Marketing (and/or Advertising) department. PR is all about positive public image. Marketing is all about selling products.
