Bring to a halt means bring to an end/conclusion. In other words to end/conclude the meeting.

'Standstill' and 'halt' are basically synonyms:

    Production came to a halt/standstill.
    All production was brought to a halt/standstill by the strike.
    The car came to a halt/standstill against the fence

But:

    We must call a halt (not 'standstill') to these expensive parties.

A halt can also be a stopping place, a small railway station or a bus stop.
