In book on world history I met an expression that sounds a little bit strange to me. The phrase I'm talking about is ''struggle rallies'.

The government's initial policy was the radical land-reform programme of the early 1950s, under which land was confiscated and landlords were forced to return rents the peasants had paid. This was achieved by so-called 'struggle rallies' with party members using poor peasants to lead the movement locally. Probably about 5 million 'landlords' and 'rich peasants' were killed in the process.

What does 'struggle rallies' imply?
