Hi, everyone.
I wonder if I understand corrrectly the usage of the infinitive in the following sentences.
The expansion of European power after 1750 and, in particular, decolonization after 1945, produced an expansion of the state system to cover the rest of the world. Whether it would be equally dysfunctional on a global scale remained to be seen.

I think that the first one could be rephrased as follows: ...produced an expansion of the state system and it (the state system) covered the rest of the world.
And the second one as follows: One would see in the future whether it would be equally dysfunctional on a global scale.

Is my understanding correct?
