Saudi Arabia says it would be keen to attend an Arab-Israeli peace conference proposed by the United States.

What does "would" mean here.Does It tell past or present or future?

Someone can explain this ?

Your sentence is as:--

Saudi Arabia says it would be keen to attend an Arab-Israeli peace conference proposed by the United States.

Here it's a conditional sentence here Saudi Arabia is saying in Present but imagine to keen to attend a conference in future which is proposed by the United States.

Ok,

So, here "would" implies to a future with a present comment because it is a conditional sentence.

For example:--

Doctor says It would be possible to solve the problem of HIV by medicine or injection.
