I was only able to find the definition of "unbounded" in dictionaries. Is "unbounding" OK, or is it a flub where he should have said "unbounded"?

The word was correctly used by President FDR -- it is "unbounded," not "unbounding."
The mistake was yours -- one misquoted FDR, and the other blamed him for "flubbing" it -- you folks have some NERVE!!!
