could you explain to me the meaning of the phrase which is capitalized in the following sentences:
- There's a boy in the river. Near Key bridge. THE WASHINGTON END OF THE BRIDGE.

Hi

To answer this question, it is helpful to know something about the Key Bridge:
http://en.wikipedia.org/wiki/Francis_Scott_Key_Bridge_(Washington)

The Key Bridge spans the Potomac River and basically connects the US state of Virgina and Washington, DC. So the boy is in the river near the Key Bridge, close to the Washington, DC side of the river.
