Paul has a hands-off style of management.

I can't quite understand the phrase "hands-off" from dictionaries.

Could you explain it?

A "hands-off style of management" means that he allows his employees to work independently. Paul does not exert a lot of direct or detailed control on the people and things he manages. He does not micromanage.
The figurative sense of "hands-off" in this case is that he keeps his hands away from the work of others and doesn't interfere.
