GRE Score Recipients - Urgent

We are allowed to send 4 GRE score reports to the institutions we choose on the test day without paying money.But here something confuses my mind:both the department we apply for and the graduate school of that university require GRE score reports. So, does it mean that we can choose 2 universities to send free score reports(1 for the dept,1 for the graduate school) or can we simply choose 4 different universities and corresponding departments? Thanks
